South Africa, Johannesburg—Cemetery Records, 1840–2019[M3LK-XLX]

Is the "date of written permission to cremate" the same as the date of the record?

If I am not mistaken the answer to your question is no. For this particular batch you will have a date of death, a burial date (cremation date). The record date will be marked Blank, which is what the indexer has done.

example # 1 in the instructions has an image with a record date

    hope that helps
