Are there countries in the world who block their citizens from accessing the FamilySearch website?

@JVance1, There are a couple of countries mentioned in the Terms of Use document, could be others. I'm sure restriction varies from time to time. Maybe others or someone from FS can be more informative. FS of course wants to give access to All people in all countries but restrictions placed by governments on its own citizenry are outside of FamilySearch's control.

The impression I get from the terms of use is that in Russia FS is censored and those who try to access it face punishment (hence "should not be accessed within the Russian Federation"). In Japan, I believe FS is not banned or censored per se, but FS needs to strictly control who has access to it (and keep records of those users) due to strict privacy laws.
