Reviewing an unfinished batch
Do I index the remaining 17 records? Does it then need to be reviewed?

You certainly can complete the indexing in the review process which most likely will trigger the threshold for another Review (I think it's 20% change or something along those lines?) or you can choose Batch> ReIndex Batch which will give you the option to keep the previous indexed data or not:
