Primary vs Spouse

I am doing arbitration for this record. The individual that did the indexing has listed the "Male" and the primary, and "Female" as the Spouse in all lines. I can't find instructions on this specific situation. I would think that the Primary would be the first person listed in each line, with the spouse as the second person, regardless of gender.


Which is correct?

    Any time it's Primary/Spouse rather than Male/Female, it will be the first person listed.
