I can't find birth certificates for either one of my maternal grandparents. Their birth dates are 1907 and 1908. I do find certificates of delayed birth registration for some of their siblings but not for them. Any ideas?

Delaware. The strange thing is that my grandmother signed off on the certificate of delayed birth registration for her sister, so you would think she would have filed one for herself. Thanks for replying. 😊
