How to get Help Others option on a public account

I have a friend who has a public account and would like to help others. He has been doing genealogy for 51 years and is very accurate. He often helps others with their family history and would like a way to help them build their tree. The Help Others option is not available to him. Where does he start to get the Help Others option?
