Change "Children Mismatch" Error to Account for Stepchildren

The "Child Mismatch" error shouldn't appear when a stepchild is linked to the person or when a child is under the person's guardianship. It should only appear in biological relationships or when the relationship isn't specified. This way, the data that the person didn't have biological children will be preserved and the error would not pop up.
