Locked record at familysearch

Susannah Cornwall (K27B-RSH) was my great grandmother. Much of the information about her at familysearch is undocumeneted. For example, there is no documentation of her place of birth, and there is no direct information on her birthday, or even her birth year. Some of the information contradicts other information, which almost certainly implies that some of the information is almost certainly wrong. For example, back-calculating her year of birth from various documents yields possible birth years that vary by as much as four years.

She was born in Ireland according to various documents, such as a UK census taken while she was living in Scotland as a child, but there is no known documentation about her in Irish records.

Her record is locked. Can you tell me why her record is locked, particularly considering that the information about this person is so poorly documented?
