@carolyocom1 You have posted in the right place. The search category is where you report issues with the indexed data in historical records. You are exactly right--the images index for the page your referenced is lacking several of the names on the page. We will add it to a report we have in to our engineers for issues with this census.
Meanwhile, there are other ways to use this image as a source for your ancestors in Family Tree. Notice the source box button in the top-right. Click it and add this to your source box. From there, you can attach it as a source to your ancestors.
You can also search for people using their birth year and the residence in 1940. I did not try every name on the page you were looking at, but all the ones I did try came up in search results, where I could click the icon that looks like a sheet of paper, see the indexed info, attach to Family Tree, and access the census image. You might want to give that a try. Here is the starting page for the 1940 Census search. I suggest clicking More Options so you can specify the residence in 1940:

Thank you. It was just weird like not being able to attach records to people which I understand has been fixed.
