Is no extractable data used because you cannot read the language.

I am reviewing batches with no extractable data, and the record is in another language but you can see clearly there's dates and names but I assumed the indexer like myself cannot make sense if it's a birth or death, or what the dates refer to. So I am asking this because if I came across this file, I would return the file but mark the files as yes, because someone from that experience of that language would be able to make sense of this, and yet I have received these files with "no extractable data" and I believe there is data and just need the right indexer to do these record. I am reviewing Samoan records, and came across German records with Samoan names sorry I haven't attached any record of it but will when I come across it again. I hope this make sense, and someone be able to clear it for me, TIA.

    No, "no extractable data" is not the appropriate answer when the indexer doesn't speak/read the language in the document.

    If the indexer could not read the language, the batch should have been returned for another indexer to work on.
