On image 1, do I index it?

Hi erutherford, I would mark image 1 as no extractable data as it is an affidavit stating that a grave may be opened for an additional burial. It does not give the name of the deceased and the project instructions state:

• Index all grave applications or registers of persons buried or cremated. 
• Mark all other images in Step 1: Images as No, No Extractable Data

Image 1 is not an application or a register.

Just my opinion.
