I just want to report a problem, why isn't there a catagory for that?

    You're right that the image wasn't indexed, but you're wrong that this means that the people on this page can't be sourced. The lack of index means that the people are harder to find, but once they're found, you can just cite the image directly. There are actually multiple ways to do this, especially on an entirely-unindexed image like this, where the "Attach to Family Tree" button is available.
