duplicate image number

I am indexing a batch of Wisconsin Naturalization documents. There are 5 images in the batch. Image 1 has data. Image 2 is marked as no extractable data since it is a continuation of paper on the 1st individual. Image 3 is a duplicate of Image 2 but the program will not allow me to list 2 as the number that is duplicated. Is this because it is marked no extractable data?

Here is the batch number, US, Wisconsin—County Naturalization Records, 1807–1992 [Part C][MSSZ-72M]

    Yes, you are correct. Just mark image 3 no extractable data. Then you will be able to continue.

    That is the way the program is setup.
