The instructions to find the General Indexing Guidelines is bit confusing. I clicked on the Help Resources link, and I don't see an Indexer section to choose from or look at. Also, the statement above says "click here"and there isn't a link available. I am a missionary and am trying to help a volunteer find this information for herself. In the meantime, I will make a document from the General Indexing Guidelines I have on an index batch under instructions.

The only General Indexing Guidelines are the ones that are at the end of the Project Instructions. When the indexer/reviewer clicks on the words, it produces a list of links to follow for each individual guideline. That link in the Blog article is from 2014 when we actually had Basic Indexing Guidelines all in one place.
The help resources can be quite frustrating if you don't use the proper keywords to find your subject.
