Indexing Tool - Step 1 Images Categories
It would be helpful if those indexing/reviewing a project could (a) always select the type of record they are indexing/reviewing from the Indexing Tool-Step 1 Images, or (b) state why a batch is being returned via a comment box or various check off boxes. In reviewing batches I've noticed many a batch has been submitted as "No, No Extractable Data" or returned mis-labeled because the type of record actually shown is not an option which can be selected on the Step-1 Images pop up. (ex: baptisms actually shown on images, but Step 1 Image options limited to marriages, death/burials.) Hoping to reduce the potential for repeated returns and loss or miscatagorizaton of information; as well as ensure a relatively high level of credibility with respect to familysearch's search function. Offering this as a suggestion in that the Indexing Tool-Step 1 Images function may be based on how a registry may be labeled. Some registries may more types of records than labeled.

I'm not sure it addresses all your concerns, but there is a Help>Labs feature that you can activate to allow Reviewers to indicate why they are returning a specific batch for Reindexing. I think it's a great idea, but I believe it is NOT being monitored anymore so I'm not sure why it is still available. Here is the example from the Labs page showing you the form a Reviewer completes.
