I found a 1940 census page whose indexing is incomplete or broken

Only a few lines display at the bottom of the screen, and there are repeated lines.

The census page is full.

    @AlanSnyder1 Thank you for pointing out that only a handful of names appear in the image index for this page of the 1940 US Census. Interestingly, you can search for any of the names that do not appear in the image index and you'll find that they were indexed and you can pull up the record details page (the page that shows the indexed information) for each of them. We have reported this oddity to our engineers in the hope that they will get the image indexed fixed. We cannot predict how long it might take for a correction to be in place.
