Sibling named on a birth certificate

I'm indexing US, Wisconsin—Birth Records, Pre-1907 and one of the fields on the form is names of other issue living. Should I fill out a form for that person and leave the birth date and such blank? Or ignore this field entirely?

    Shown by Ex.# 1 in the Project Instructions (snip below) we do not index the names of other issue living

    These are birth certificates. We wouldn't index other names when it's not about their birth.
