John, 1906 is a time when birth certificates were optional in Connecticut. Also, Connecticut does not have a lot of them online. See the Connecticut Vital Records Wiki. It appears you will likely have to pay for it.

I FEEL STEPHEN CHOPYAK WAS BORN AT HOME SO MAYBE THERE IS JUST POSTAL CARD LIKE MY WIFE HAS BEING BORN AT HOME IN WISCONSIN. AND SHE WAS BORN YEAR 1936. MY FATHER WAS BORN YEAR 1906. SO I DO NOT FEEL THERE IS A BIRTH CERTIFICATE, JUST COUNTY WERE HE WAS BORN

I've copied the information below from this web site: https://portal.ct.gov/DPH/Vital-Records/Contact-Us

Why don't you call them to see if they even have a birth certificate for your father?
