I don't think you're doing anything wrong, but there is still one more step for you to take before these members become part of your group, and that is as the administrator, you need to approve their request.
You send the invitation, they apply, and you approve.

Further to; and, in support of, what 'Barry' has already proffered ...
You, may have, "Relationship Viewing"; as, "Enabled" ...
But ...
That Said ...
The OTHER members, of the particular "Family Group", MOST likely, DO NOT, have their "Relationship Viewing"; as, "Enabled".
It is more likely, that the OTHER members (or, invited, potential, members), of the particular "Family Group", have their "Relationship Viewing"; as, "Disabled".
"Relationship Viewing", has NO bearing, on "Family Groups"; especially, in relation to the members of the group.
Hence, WHY, an [or, at least, one of the Three (x3) possible] "Administrator(s)", of a "Family Group", is "Required", to "Approve"/Authorise", the NEW invited members, once they "Accept", their "Invitation", to "Join", the "Family Group".
As an aside ...
It is best NOT, to leave, "Relationship Viewing"; as, "Enabled" (ie. ON), "All" the time.
"Relationship Viewing", SHOULD, be just "Turned" both, ON; and, OFF; as, required.
That is for "Privacy".
