Should application for "reopen grave" record be indexed?

I am reviewing the following and have some questions:


South Africa, Johannesburg—Cemetery Records, 1840–2019 [Part B][M3GP-8F1]


This is an application to reopen a grave. Should it have been indexed? The project instructions don't seem to address this type of record. The record seems to be for reopening the grave to bury another body. The new body name and burial date are on the record.

    There is body already in this grave, Harry Kock. Should a new Entry be created for him?

    @Mary Louise Lillian Yes, this record should have been indexed. According to the indexing instructions: Index all grave applications or registers of persons buried or cremated. Since Harry is already there you would not make a new record for him because he has probably already been indexed and reviewed in the burial register.
