There are a LOT of errors that cost all of us a lot of time searching for what isn't there.
Onhttps://www.familysearch.org/ark:/61903/1:1:VJ1N-XSJit says that I can search for a 1790 census for Orange County. Although it isn't listed in the Vol. I list, I did a search to every beginning page of every county. Then I found Vol. II and Orange Co wasn't listed there either. That took a lot of time and effort for no results and more time to find a way to tell you. This does not seem to be a good place to report these findings.

I couldn't make heads or tails of your question/comment, so I went digging a bit.
The 1790 census for North Carolina is on film (or image group) 4440913, consisting of 601 images, none of them indexed, and on film 5157139, also with 601 images, some of them indexed. As near as I can tell, the two films are identical except for the index associations.
According to images 14 and 348, the 1790 census for NC is in two volumes. The header page for volume 1 lists 22 counties, and volume 2 lists 29 counties. Neither list contains Orange county.
The link given by D Byrd is to an index entry for John Wood in the 1790 census, with Event Place = "Orange, North Carolina, United States". The index entry has a "browse the film" link to film 5157139, and the entry says it's Line Number 23367, Page 94, Affiliate Film Number 7, Affiliate Publication Number M637.
I can find two page 94s on the two films: image 64, which is associated with index entries for Event Place = "Burke, North Carolina, United States"; and image 402, associated with index entries for Event Place = "Cumberland, North Carolina, United States". Neither image contains a John Wood (that I can find).
The index entries associated with both images match the NARA film and publication numbers given in John Wood's entry, but I can find no pattern in the line numbers. The image-associated index entries all say page 93, even though half of them are on page 94.
Ooh: there's a printed transcript of the 1790 census of NC (item 3 on film 7817337). There's an index of names; only one of the 18 heads of household named John Wood is in Orange county: "Wood, John (son of Hugh)" is listed under Hillsborough district, Orange county, Hillsboro district (image 412).
There are footnotes for Orange county: "Names taken from county tax lists". I can find no explanation for this in the introduction or elsewhere, but I think it's a clue as to why the county is missing from the census films: its enumeration records appear to be missing, and were filled in for the printed edition based on tax rolls.
Of course, none of this explains where the index entry came from, or where it's trying to point.
