The number of cousins that show up is based on various factors.
HOWEVER - probably the most limiting one is how far back you (and others) have traced and recorded your various family lines inside FamilyTree.
if your lines in Family Tree only go back a few generations . . . and if you have few descendants recorded for your direct ancestors - then you will almost certainly have few cousin connections reported
on the other hand when you hear of people that have thousands of cousins it is nothing much more than just the mathematical/statistical reflection of the fact that mots of their lines go back many generations to potentially hundred of thousands of of ancestors (literally) (even if they only go back like 10 generations) and many of those couples probably have millions of descendants recorded in Family Tree.
another factor is whether you live and / or come from a region of the world that may or may not be apt to contain many other people with ancestors that connect with yours and if they are also not apt to register for RootsTech that is another factor.

I need to correct an error in my above post - but cant seem to edit it.
what I should have said above was that if you are someone who has traced most of your lines back 10 generations or so - that ends up with over 1,000 ancestors on the final 10th generation. each one of those couples can potentially have hundreds of thousands or even in some cases millions of descendants. Many people go back more than 10 generations . These numbers skyrocket as the generations increase - thus the potential that across the world we have millions of cousins and even if a small percentage of those cousins signs up for roots tech - a small percent of over a million is still a large number. The large number of cousins is simply a mathematical / statistical manifestation of the exploding number of inter-relationships across like 10 or more generations.
if anyone only has their lines traced back a few generations, however, they may have little to no cousins reported. (not that they dont have many cousins - just that FamilySearch/Rootstech has no way to make the connections)

Once there, if you're logged in, there should be a "View" button.
Click that button to go to the map, with your relative(s) listed on the left. Click the relative to see the Message link.
