Indexing Records in St. Louis

How come there isn't a option to index records that aren't indexed already. Most St. Louis Missouri records aren't indexed and then I don't see any batches open either. Our naturalization records are all mixed up and while I'm searching for mine it would benefit others if I just listed a name and country for the ones I'm passing by.
