Just in passing ...
Short Answer: 'No'.
That sort of "Tagging", of a "Memory", in 'FamilySearch', IS to "Tag", the individuals/persons, that ALREADY exists, in the "Family Tree" Part, of 'FamilySearch'.
That sort of "Tagging", of a "Memory", in 'FamilySearch', is NOT simply, to indicate WHO is in a "Memory".
You can DO that sort of thing, of indicating WHO is in a "Memory", by either,
(1) ADDING the details, of those in a "Memory", in the "Text" of "Share what you know about this Image"
.... [ ie. Under (beneath) the "Memory" ... ]
Or,
(2) In the "Description" of the "Memory" - if, you are/were the one adding the "Memory", in the first place.
