What to index (Boston tax records)

I am indexing Boston tax records (1916), and it lists one name with "Do" in subsequent entries. It looks like Francis Welch was a trustee for the individuals or couples on the record. Do I only index his name or the trustees' names too?

You need to index every unique name once. So, you would index Francis Welch and then each individual in the subsequent entries.
