Boston tax records with surname only

I am working on Boston tax records 1822-1918. If a surname is listed with no additional information on the line, should I index that name and record the other fields as blank? Or should I not index the name at all and move on to the next complete record.

    Thank you for providing the link to the batch.

    On this particular document, a clerk has filled in names in anticipation of taxpayers with that surname. You can also see that another clerk has actually entered in specific tax information as well as given names. Please index the names that have given names and tax information for this image.
