Send email if reserved ordinances no longer need to be done (merged person)

I have found duplicate people where one has the ordinances completed and the other doesn't, yet when I merge the two people the person who reserved the ordinances doesn't know the work is already completed. It would be nice if this information could be shared so as to not duplicate ordinance work.
