Why can't I make a comment without asking a question?
I want to be able to provide feedback, but I don't have a question to ask.
The new Memories section is terrible. In the old, it was intuitive where to put pictures. Now you have to select "Write a Story" to upload a picture, and if you don't write a story, you can't upload the picture. As I have inherited collections of photos from past generations, I want to be able to share them, but I don't necessarily know the story behind them.

Your screen print is for the “old” design. If you ise the new design, a story is required. You can upload a picture, but the save button is not available until you add a story.

My screenshot is not the "old" design - it is for uploading to an individual.
If you are trying to upload to the gallery in general, a story is not required there, either. You can drag/drop or upload.

It would be very helpful to know whether you are using FamilySearch in a web browser or in the Family Tree App or the Memories App.
In addition, are you adding memories from your Memories Gallery or from a Person’s Details page memory tab?
Each option will allow uploading audio, photos, documents, and stories.
A screenshot would be helpful.

I’m not going to argue about what you do or don’t see. There is an invitation to try the new experience. The new experience is not the same as the picture posted. From that page - the “old” experience for me - I can upload just a photo.
From the new experience, on a desktop, if I upload a picture, the save button (at the top) does not become available until I add words in the story section.
This is my experience. I don’t need a solution as the old experience works, but I would like to provide feedback to the developers since there’s a big button that asks for it.

@ThomasSalisbury - May I ask where you see this button for feedback? Does it lead here, to the community?
If yes, I suspect that the issue is that the current set-up of the community is to allow questions only, not any other form of content. That's okay, you can provide your feedback in a question, as you just did. :)
To be very clear, feedback is heard and appreciated. The team does not always do what members ask, but each idea and piece of feedback is read.
Please let me know if the feedback button is different than my guess. :)

(1) That such is NOT a NEW format (or, REPLACEMENT) for "Memories" ...
.... This is JUST, a ADDITIONAL medium, for Users/Patrons, to, "Communicate"; and, "Share", with each other ...
.... Nothing more, nothing less ...
And ...
As an aside ...
(2) You CAN certainly submit/post a Photograph/Image; WITHOUT, including "Text" (in that "Text" Box) ...
.... ie. You DO NOT, have; and/or, need, to "... Write a Story ..."
.... As, I just "Uploaded", an Image ... LEAVING that "Text" Box; as, "Blank"/"Empty" ...
.... Then, selecting the 'Paper Plane" Icon, to "Send" (or, submit/post), the "Image"; which, "Uploaded", just fine
Now ...
That Said ...
This is a NEW feature/facility/function, that 'FamilySearch', is "Trialing" ...
This feature/facility/function, is SIMPLY (Still) a "Work in Progress" ...
