milwaukee county, milwaukee city birth records

i have 3 batches were there is no state file number stamped at the top of the page. On the right upper side a 4 digit number has been typed in where I usually see a hand written small number for the number of births in a county that year. Also, there is not date the state received it handwritten at the top and there is no local register date at the bottom.

Should I type the number I see as the record number or leave it blank?

    @Carolyn Renee Walker Clark . Thank you for sharing a batch ID. The number that was indexed is the Page number. The file numbers in this batch should both be marked blank. The field help for File Number states: "Do not index the Local Register Number, the License Number, or any number except the State File Number or State Birth Number in this field."     That is what I thought was right. Just leave the field blank but wanted to be sure. I am a frustrated perfectionist by nature. I appreciate your support.
