Can I index on a partial municipality name like this?

A google search shows there's a township in Ontario named, "West Hamilton." That seems like a likely candidate for this record. Since the instructions say we should expand contractions of municipality names where possible, I'm wondering if I could enter the name "West Hamilton" rather than just "West Ham"? I figure that or marking it as blank are my only real options.

You can index West Hamilton. But, since you know it is a township, I would index it in the Township field. Good work!
