I am reviewing these tax records. This batch is just an index of names contained in the records. The instructions say to index tax records and mark all other images as No Extractable Data. Should these lists of just names be indexed?

Yes, this is a tax record. The taxable parties are listed. The Proj. Inst. also say, "Index all tax records that have at least 1 name to index." The images that it says to mark as NED are population returns (which are not tax records) and images without a name to index.
