change "not printed" to "waiting" for sealing to parents when parents work is not completed

Since children should not be sealed to parents whose ordinance work has not been completed, change the "Not Printed" label on children who need to be sealed to parents, to "Waiting" until the ordinance work on the parents has been completed in the My Reservation File Display.
