Is the name of the person who filled out the muster roll supposed to be listed on our indexing? In this case it was Richard C Lowry.
Batch: United States—Enlisted and Officer Muster Rolls and Rosters, 1916–1939 [Part N][M3JN-LHN]

According to the project instructions, they should not be listed:
- Do not index the name of the person preparing the record of monthly rolls and monthly rosters unless the person is also listed on the roster or roll itself.

No, unless also listed within the muster roll. From the What to Index section:
- Do not index the name of the person preparing the record of monthly rolls and monthly rosters unless the person is also listed on the roster or roll itself.
So, no in this case.
