I'm reviewing US, Missouri—County Marriages, 1806–1969 [Part O][M9LV-F26]
I am not sure whether to input the data on license issuing date. There is not an example of whether to make as marriage date. I don't think I should use this as the marriage date, since other examples of other documents often have different marriage date that issuing license date.
Help is needed so I don't correct data that may be correct by leaving issuing date as marriage date.

Since the marriage date is not given on this index, the Indexer was correct to use the license date as a substitute. For justification, look below at the Field Help (purple question mark) for Marriage Day. You can see that the license date (“date of issuing license“ on your image) is the first alternate date in priority after the marriage date itself. Always consult the Field Help (FH) for specific information on a field. Click on a field and then on the FH question mark.

Thank you, I thought I had on this batch but I guess I missed it. If a marriage didn't occur, and another license was issued I am not including those since it appears in another area of the records. I hope I am correct in this because I have run across this at least 5 times where it references another book and page.

You should include the license dates whether the marriage occurred or not. The second license will be indexed with its own date by another indexer. They will both appear in the published records.
