why can't I see records?
I think there is an error on the website. I can't see any records from this catalog https://www.familysearch.org/search/catalog/4234441?availability=Family%20History%20Library. I noticed there is no icon in the format column. The same problem is in these catalogs: https://www.familysearch.org/search/catalog/4234442?availability=Family%20History%20Library;

is this problem just for me?

I am not connected with Family Search and I am not a church member. I see the same as you.
Lack of any icon means the records are not available at all . The catalogue entry for the screen shot above is https://www.familysearch.org/search/catalog/4131392 which seems to indicate the records are quite new, and there is a statement "This is a preliminary description provided to allow immediate online access. Images have not been reviewed".
For this set of records only, perhaps the situation is that some records have been released as an interim measure, and the rest will be released at a later time, as they seem to be similar types of records. However, perhaps this may not be until the new Catalog is release, as there are currently no changes to the Catalog allowed. The other alternative, is that there is some underlying reason why the records are not available relating to privacy issues, such as date of birth within the last one hundred years.

Two interesting comments:
1. The date for these catalog items seems to be 2021. The catalog I thought was 'locked' so the addition of these items means it is not 'fully locked'?
2. "This is a preliminary description provided to allow immediate online access. Images have not been reviewed."
This note on these items supports that they are 'new' - so I would guess all of the image access either 1) haven't been fully set or 2) if there is no image access icon they must be restricted to 'no access' by the record custodian?
Image access icons appear to be 'in flux'. Something strange going on ... I agree.

I can also confirm that the Format column is blank for the Kaunas immigration records starting about midway down page 3 (of 18), so no, it's not just you.
I tried "brute-forcing" a random image group (https://www.familysearch.org/search/film/107677047) and gleaned the information that it consists of six images, but they're not available at this time.
