I am reporting an error is the system.
In helping a 14 year old girl in Puebla, Puebla, Mexico get her own FS account, the registration process asked for the number of parents for permission the system would not accept her telephone number starting with 222 but it will accept 202 or 212 but not 222. The number is +xxx. Therefore she was unable to get an account. This happened a year ago too. I can't remember if there was a message stating "an incorrect number" but it seems like the system just refused to go to next step.
There are 10 or 11 Stakes in Puebla and a new Temple under construction so it seems very odd that this could be the case.

@EllsworthBryanW - Although I generally shy away from Wikipedia, I found that Puebla has two area codes - 222 & 221. (https://en.wikipedia.org/wiki/Puebla_(city)).
I think that the person could test whether they can receive texts or calls with 221 before trying to register with it here. If they can, then using 221 is the way to go.

Her area code is 222 so it will impossible for to receive texts and finish registering using 221. The system will not accept telephone starting with 222 which the code of Puebla where are 11 LDS Stakes and 3 million inhabitants and a new Temple under construction. The system will not recognize nor accept their legitimate phone number unless I am doing something wrong. I served a FamilySearch mission and feel comfortable that if I can help her register using an area code of 220 0r 221 or 223 but not the correct area code of 222 then may likely be an system block on inappropriate numbers. What else? The young lady I was helping is now serving a mission in Chihuahua and I cannot verify where she is in being able to register own account.
