Allow a city to have two counties as standardized place names

Salem, Oregon is a city split between two counties. The standardized place in FamilySearch is Salem, Marion, Oregon. Salem is split between Marion County and Polk County. Because some records would be in Polk County and some would be in Marion County, it would be helpful if the system allowed a person to standardize to the correct county. I am sure Salem, Oregon is not the only city to have this peculiarity.
