Duplicate or not

Samoa—Vital Records, 1846–1996[MSLT-F44]

I have two letters that are the exact same. The letters contains both birth AND marriage information. Do I make the second image a duplicate, and create two entries (birth and marriage) OR do I keep both letters and index the birth info on one and the marriage info on the other.

    I would keep it as your indexer had this with both records on the 1st letter. The first is indexed the second image is definitely a duplicate image.
