on the left page under NAMES is a list of names that are recorded BUT on right page under OWNER there is a list of names not recorded . Should that list of names be recorded?

I don't work on these Records, but here from the "What to Remember About this Project" section of the Instructions is guidance that should help>

• Index all names except those listed in the "Owner" or "Remarks" columns, or names of companies or trusts. Often, names of owners appear on the right side of the image; these names should not be indexed. If the only names on an image appear in an "Owner" column, please index the names in this column.

I have done several of these Boston Tax records. You should index the names in the name column only, not owner names.
