Project instructions for Tax assessment records

I have been reviewing the tax assessments for some time.  The instructions say "be sure to insure every name" and then it says Do not index information of the names of people listed in the remarks or owner column.  90% of the people are NOT indexing the names in the owner column.  It would help if they made this a little clearer.   Unless I am wrong?

    You do not index the names of people in the remarks or owners column. 90% of the people are correct.

    Massachusetts Instructions: Index all names except those listed in the "Owner" or "Remarks" columns, or names of companies or trusts. Often, names of owners appear on the right side of the image; these names should not be indexed.

    You are also indexing the unique names only once, skipping any EXACT duplicates.

    The other two projects for Georgia and Canada also have similar instructions.
