I am confused. If they want to index foreign indexing projects they can find quite a few just going to Find Batches blue button on the Web Indexing page. Is that what they are asking or am I misunderstanding?

How to index foreign records? On the Indexing> Web Indexing 'homepage' when you select Find Batch - there are some filtering options (All, Difficulty Level, Language). Select the appropriate ones and Familysearch based upon your indexing profile may suggest indexing Projects available to you. If you change these to foreign language and do not see any Project - 1. there isn't a Project in that language or 2. Familysearch has not indicated your Profile to view them.

I know of no Familysearch contact that can change these settings for you.
