How do I report a person who seems to be maliciously linking persons?
I have encountered a person who has linked together dozens of records that are quite obviously not related - it appears they are linking together every Patrick Murphy they can find under one name, with multiple Margaret wives with different last names (these are Murphys who are quite obviously not related, there will be several entries for the 1880s census for example). I've been trying to unravel it but it is a serious problem, I'm not certain I am catching all the errors and returning the people to their proper families. Is there a way to flag this person for potential spam/abuse in the future? At first I thought it was a simple error but it's the same person responsible for more and more bad entries. (edit: it's not just Murphys)

There are many times that people enter incorrect information into FamilyTree and that action is not considered "abuse", although it is very undesirable. However, when you feel that there is a situation that is possibly or probably actual abuse of the system, there is a way to deal with that within FamilySearch/FamilyTree.
