Index the place where the marriage actually took place, not where the document was created or filed.

Separate geographical levels of locality, from smallest to largest, with a comma.
Do not index localities smaller than a city, town, or village. Do not index churches, street addresses, or buildings where the marriage took place.
Index the place where the marriage actually took place, not where the document was created or filed.
Yet in the Example that is the # 3 the example has the title of "How to index a marriage License" that does show both where the place where the marriage license was made, and at the bottom is where the Marriage actually to place. Where the marriage actually took place was in the purple ? of the 4 parigraph, in the field of Marriage Place *. They do not always show the same place in the License, and the Minister's Place of marriage that maybe a different place.
This can be confussing to others who do not know the difference.

I think they are showing on the example that they want Virginia (from the top of the form) to be indexed with the Place of marriage. But, they aren't using the information from the Minister's Return of Marriage. So, the place on Image 1 is NOT "Near Clover Dale, Va", or Lick Run Bridge, etc. I would follow the instructions and example and use those exact two fields on the document to index the Marriage Place.
This is unique to most marriage project indexing. We usually would use the minister's statement, but, not on this collection!

The example title is "Marriage License" where the License was formed, not where and when the marriage to place. The Quest of the Purple ? was expressly asking for the place where the marriage actually took place, not where the document was created or filed. This conflicts with each other, and needs correction.

The example does use both locations, where the document was created and also the place of Marriage in the middle section of the license.

Again, I think the purpose of using the place of the license at the top was simply to have the indexers include Virginia. But, I agree, the example shouldn't show indexers to use the place of marriage from the top portion of the document.
What it doesn't show to use is the place written in the Minister's Return of Marriage. I'm guessing they want you to use the middle section so people don't index places like Lick Run Bridge and Mill Creek (as in Mill Creek Baptist Church) or the residences, etc. since they are not satisfactory places according to the Purple ? instruction: Do not index localities smaller than a city, town, or village. Do not index churches, street addresses, or buildings where the marriage took place.
