How do I rotate a picture in memories where someone else submitted the photo?

As far as I know, you cannot. You can rotate one you have uploaded, but the rotate options are not available when someone else uploaded. You can try contacting the person who uploaded.

Hola, lo que yo hice en mi árbol, fue descargar la fotografía haciendo un recorte en mi computadora, la gire y volví a compartirla.
La tuve que rotar en mi PC

Si lo hace, ambas fotos se seguirán mostrando y se habrá atribuido el mérito de algo que no es suyo.

The first part of the article indicates:
You can rotate most of the photos or document images that you upload to Memories.
- If you rotate images with the built-in Windows Photo software, they do not show correctly in Memories.
- You can only rotate images if they have .jpg, .tif, or .png file extensions.
- You cannot rotate documents with the file extension .pdf or images with the extension .bmp.
- Only the contributor can rotate photos or document images.
So if something needs to be rotated you would need to contact the contributor and ask them to re submit it after it had been rotated.
