'Yes', those "Family History Centers", of the Church, may be TEMPORARILY "Closed", due to the COVID-19 Pandemic.
I am assuming that you located those "Family History Centres" in Salem, Oregon, USA through:

Failing all that ...
'Looking' at the "Find a Family History Center and FamilySearch Affiliate Libraries", it would appear that BOTH those "Family History Centres" are located in 'Local' Chapels, of the Church.
IF, you live nearby; and/or, have the opportunity; THEN, you could try visiting those 'Local' Chapels, of the Church, on a Sunday (morning), to 'see' if the Ward/Branch (ie. Congregation) there, operating/open; and, is holding a Sunday Service; where, you may be able to get some help/assistance from a Member of the local congregation, regarding the "Family History Centre".

Because of Covid a lot of Family History Centers are closed. Sometimes it is hard for someone to change the contact information or even know they should. I am sorry you are having trouble finding some help. Try the instructions below to find the Consultants in your area, with a way to contact them. If you are still having trouble please respond to this question again.
While signed into your FamilySearch account, to the left of your name, click on the circle with a question mark inside. scroll down to Help Center, on next page scroll down and click on, In Person Help. The next page will show a list of Family History Consultants for your area.

That instruction, that you provided, is ONLY of any use/help; IF, the User/Patron, IS a Member of the Church.
[ And, with a 'FamilySearch' Account; as, that of a Member of the Church ... ]
As such ...
IF, the User/Patron, is NOT a member of the Church; THEN, there will be NO "Temple and Family History Consultants" (ie. NO "Temple and Family History Network" ) listed.
I have confirm the this, with a 'FamilySearch' Account; where, the User/Patron is not a member of the Church.
