Convert All Caps to Lowercase and Title Case and Vice Versa
Indexing and Reviewing should have the keyboard shortcut to convert names and words that are in all caps to lowercase and title case and vice versa. The function already exists in Microsoft Word, so it is possible. When we are reviewing and an indexer has capitalized entire names, it is inconvenient and difficult to have to retype the entire name instead of just using a keyboard shortcut. Thank you for your consideration of this suggestion.

You don’t need to correct ALL-CAPS when reviewing. It is a pain to read/review such batches, but the system automatically takes care of it in post-processing, So, if you can stand going through such a batch just correct other kinds of errors and leave the caps as is (or as they are). You will notice that they don’t count as error-corrections anyway if you do change them.
Chrome does have Extensions for changing case. Here is one:

Here is a free program that claims to give you such shortcuts for Windows. I’ve never tried it.

There is actually a free Chrome extension called Change Case that will do that. You select text then right-click to select what you want to do to it, from a menu of choices including Title Case, etc.
Below is a link to the Chrome extension page Here is what adding this extension allows you to do if you highlight and right-click on some text.
