The first one has the same parents but different information - a likely good candidate for a merge. But was dismissed because there is a different Spouse listed. You may need to research if it is possible she remarried or if you know she did not then leave this one dismissed.
The second one has different family information - not a good candidate for merge and has already been dismissed as such.
It is entirely up to you whether you decide to merge them. Usually you will merge them if they are good matches and give a reason why you think they match. There is probably some good Help Center document about how to do a merge carefully.
