The opening of the Family History Centres is the decision of the local Stake Presidents who will do so when they deem all the precautions etc are safely in place. I understand that some are beginning to open but not actually who, which doesn't help you at this time. All I can suggest at this time is to keep checking which I know is frustrating for you but the Help Centre will give you the addresses and phone numbers which it looks as though you are already using.
Hopefully someone close to where you are looking will be able to help further.

Hello Gavin!! .. As Caroline says, it is the decision of each stake president in the la region that FHC is in, considering the sate of pandemic that the country and/or region are in.
If you need to access any type of the collection during this time, you can make an appointment with the Family History Library of Salt Lake city.

I serve in the Leeds Family History Centre. We have been open several months now.
However, we are restricted to 2 hours in the day, for Tuesday's and Wednesday's
We wear masks and ask all present to sanitise their hands. We provided these consumables.
We also use disinfectant wipes to cleanse computer mouse and keyboards,
We have been successful in several Guests being present on these days.

@GavinRayner Hi, and thank you for contacting FamilySearch Community. I help out at our Aberdeen, Scotland Stake FHC on Wednesdays from 10:30 to 15:30 and Saturdays from 10:30 to 13:30. Mask wearing is left to the personal preference of the individual and hand sanitisation is provided. Attendance is by appointment only through e-mail as follows - uk_aberdeen@familyhistorymail.org
As far as I can tell, the decision to open these centres is made by the local church leaders (Stake Presidencies) and will depend on local circumstances and whatever Covid 19 restrictions are in place, although generally as time goes by, and as the pandemic is affected by increased vaccination, more and more of them will reopen.
I hope this, and the other comments, have been helpful and hope a FHC near to you will be open and functioning normally soon.
