Is this an indexing question or a family research question?

If it is indexing, It is always best to share your batch to get an accurate answer. The batch code that you need to put with your question is the series of letters and numbers in brackets after the project title.

If you are indexing/reviewing, you probably don't have a license city on the image. Elizabeth City was a Virginia County and should go in the County field. The Marriage license city is rendered blank per the field helps that are read by clicking on the purple check marks.

If it is a research question: There weren't very many named "cities" ib Elizabeth City county in 1918. There were places that are now extinct, like Phoebus. You can search for the history of Elizabeth City County and possibly figure out where the ancestors lived.

Could you please provide more specific detail for you question? If you have the marriage license, which shows the city in which they were married, what other city are you inquiring about?

Elizabeth City is not a city, it was a county in Virginia.
