In reviewing can I add records that were missed by the indexer?

Batches are just indexed by 1 person in Web Indexing. As a reviewer, you can correct errors, add lines and index names that need to be indexed before you submit it or you can return the batch. If you decide to return the batch you can choose to keep the indexing that has already been completed, this way some other indexer can make the corrections to everything already indexed and add lines to complete the indexing before they submit the batch..
If you do decide to fix the indexing errors and add indexing not completed, you can do that and submit it. If you had to change more than 10% of the indexing on the batch, after you submit it, the batch will be check by another reviewer to check the indexing. This process continues until there is less than 10% changes done on a batch.

The job of a reviewer is to correct errors, which could involve adding or deleting entries. Unless the index is really bad, you should not send it back for reindexing. The level of agreement has always been 20%, not 10%, for a second review. Did you hear that a drastic change occurred, @Tom123 ? Pretty sure that 20% agreement is the industry standard for this type of work.
@ArleneSolomon1 Do you also need to know how to add entries to an indexed batch? I'm not clear on your question.
What project are you working on? If the missing entries are duplicate names, for instance in city directories, then you don't need to add them back in on a review. We only index unique names and the system will automatically delete the duplicates on submission.

If an Indexer has skipped one or more Records, as a Reviewer, you can and should insert a suitable number of blank Entries and index the missing Records. You would use the + (Plus Sign) icon to do that. It sits next to the trash can icon, which deletes Entries.
As a Reviewer, if you RETURN a batch - maybe because you decide that you don’t feel comfortable working on it - any changes you’ve made to that point are lost, and it goes fresh to another Reviewer.
You may, as a Reviewer, decide that there are so many errors in a batch that it should be REINDEXED (different from RETURNing a batch) instead of fixed. When you click on that option (“Reindex Batch”) you are given the option to either keep or delete the indexed data. There is an option under Help>Labs to Reindex a Batch “with Reasons.” If you turn on that experimental "Labs" option, then you will see a form with options to explain why the batch needs reindexing. FS Support provides appropriate advice to the Indexer. Use this option for cases of really bad or possibly malicious indexing.
Also, if the first Reviewer of a batch changes more than 20% (not 10%) of the Fields in that batch, then that batch will go to a second review. If that 2nd Reviewer changes more than 20% of the Fields, the batch goes to a 3rd Reviewer. If the 3rd Reviewer doesn’t agree within 20% with the 2nd Reviewer, then the batch goes to a special FS team for a final decision.

My apologies. I was confused and thought you were a new reviewer based on the question as to whether you can add records.
I've done a lot of City Directories but haven't seen a lot of missed names. Just in case: Duplicates are the same names in this project. Many reviewers have gotten confused by this thinking they are not duplicates if they live at different addresses or have different occupations. For this project, they are duplicates unless they have a spouse to index, a middle initial, or a spelling variation of their name.

I'm glad it isn't 10% - that would be very strict! It is okay, Tom. Just wanted to make sure something new hadn't happened, changes don't always get announced.

I have indexed and reviewed for many years, but have never had so many errors on batches than I've had this month. I was working on a city directory and the missed names were not duplicates.

I appreciate you explaining about the City Directories. The ones I tried that were missing were not the same names.
There were missing names in other projects also. I knew I could add records, but if I have, it's been a long time.
